Transforming Malta: The BCRS Deposit Return Scheme (DRS) success story

Malta’s Beverage Container Refund Scheme (BCRS) stands as a testament to how rapid green and digital transformation can yield extraordinary environmental results. Since its launch in late 2022, the scheme has defied expectations by achieving an 80% collection rate within its first year, effectively putting the nation three years ahead of its imposed EU targets.
Unlike larger European nations, Malta operates as a “single big city,” necessitating a unique infrastructure of over 350 Reverse Vending Machines (RVMs) and a robust manual collection system that accounts for 15% of all gathered material. This success is driven by a logistical masterclass involving “runners” who service machines up to ten times a day and a processing facility that manages nearly one million containers daily during peak summer seasons.
Central to this operational efficiency is the partnership with Sensoneo, which has provided the digital backbone of the scheme since day one. The recent deployment of a Central Redeem Server marks a significant milestone in the scheme’s evolution, offering a unified platform for voucher redemption that bridges the gap between large retailers with integrated Point of Sale (POS) systems and smaller shops using the BCRS mobile app. By ensuring real-time transparency, security, and scalability, this IT infrastructure not only simplifies the process for the HORECA sector but also prepares Malta to hit its next ambitious milestone: a 90% collection rate across all material streams.
